Division Letter to NCA re: 2008 Convention Site Controversy

Admittedly, this is a bit post-hoc, but the officers have been working on
a draft
of a letter to NCA about the convention site controversy. I have attached a copy of that letter here so that division members can offer some feedback and comments on the letter before we finalize the draft. This is a draft and is not for distribution. It is attached to this post as a Adobe PDF file.
I want to emphasize that what we have here is

Good letter, Pat. The only change I would suggest is trivial: Change "who" to "whom" in the second bullet point under recommended practices.
I suspect the problem derives from a bureaucracy's tendency to overvalue efficiency at the expense of transparency and participative democracy.
